My dear Mr. Secretary<p>The chief vacancies on our foreign list still waiting to be filled are Germany, Russia, Austria (to which I assume we shall send Penfield), Turkey, Belgium, China, Spain (if we transfer Girard to Germany), Ecuador, Greece, Haiti, Honduras, Paraguay, Uruguay, Persia (unless Birch changes his mind), Portugal, Sweden (which Mr. Lind does decline), the Balkan States (to one of which I think we should send Charles J. Vopicka, of Chicago), and Liberia.<br />The following assignments have occurred to me as the best in the circumstances: Perhaps Mr. Bernstein, of New York, to Turkey; Professor Reinsch, of the University of Wisconsin, a great student of world politics and particularly Oriental relationships, to China (Ross’s politics having turned out to be unsatisfactory); McGoodwin, of Oklahoma, to Ecuador; Smith, as you suggested, pro tempore, to Haiti; DeSaulles to Paraguay; and Senator Bacon's friend, Hitch, to Uruguay.</p>Cordially and faithfully yours,<br />Woodrow Wilson<br /><br /><br />Hon.
